The measure of a person is not taken by the way he handles favorable conditions, but how he handles adversity. When Mentor Corps struggled with multiple leadership changes and widespread inactivity, and the internal announcement came to close it down and fold its function into the new squad system, this man took over the responsibility of continuing to provide services to Mentees until the squad system was ready to take over. When faced with the never-ending project of perfecting and maintaining Franco's Star through Star Guard, the measure was taken of the man who stepped forward without thinking of reward, promotion or recognition. He simply saw that Pacifica had a need and stood up to meet it. Internal Affairs is proud to present the Pacifican Citadel Medal to Maelstrom Vortex.
