Dedicated Pacifican awards for Terekhov

Terekhov made an immediate impact on Prosperity Council when he joined, contributing immediately to the goals of the Council and putting forward dedicated effort, thought, and care toward the goals of the NPO and Prosperity in particular. Unfortunately real-life has taken him away from departmental work at this time but his contributions to Prosperity Council are appreciated.
